GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Performs complex (mid-level) computer programming work in support of the Texas Department of Motor Vehicles (TxDMV), Information Technology Services Division. Writes or modifies existing web application software programs based upon business requirements or verbal instruction from management with the objective of meeting agency needs in one or more agency divisions/units. Will work on these assignments independently or as part of a team. Trains others thru design specifications or product demos. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES

Designs and writes programming code that satisfies the business or technical requirements with little or no help; unit tests, debugs, documents, and implements computer programs.

Interprets business and system use cases and requirements documentation to understand functionality to be developed, translates these requirements into a software coding or configuration solutions and may provide input for the Functional Requirements Specifications (FRS). Prepares detailed analysis, plans, diagrams, and verification procedures for existing and proposed applications.

Develops new code or modifies existing application program code; maintains, supports, and monitors applications ensuring ongoing operations of the web applications.

Facilitates root cause analysis of system issues and determine solutions that minimize impact and future occurrences.

Provides impact analysis and design of that satisfy business requirements on projects, regulatory mandates, and incidents.

Provides support to operations, QA, and business on web application software programs including answering questions during standard and non-standard working hours.

Installs, tests, and upgrades proprietary application software.

Adheres to policy and procedures for managing code versions.

Maintains knowledge of changing hardware and software technology; trains and/or mentors other technical resources.

Conducts and participates in design and code walk-throughs, reviews and demos.

Complies with all defined policies and procedures for software development, testing, implementation, and support; identifies and recommends opportunities for improvement.

Performs other job-related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the principles, practices, and techniques of computer programming and systems analysis for SDLC or ITIL standards.

Knowledge of computer languages, specifically JAVA Spring Boot Framework, .

Knowledge of Linux Operating System

MINIMUM QUALIFICATIONS

Education/Experience

Graduation from an accredited four-year college or university with major in computer science, computer information systems, management information systems, or a related field plus 4 years of progressively responsible experience in computer programming or systems analysis and design. Experience and education may be substituted for one another. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)
