Position Overview/Primary Responsibilities

CHCS seeks a dynamic and highly-organized individual to serve as a senior program officer (SPO) on the organization’s Medicare-Medicaid/Long Term Care [4] team to help support its national initiatives to improve programs for people who are eligible for both Medicare and Medicaid as well as individuals who use Medicaid long-term services and supports (LTSS). This position will work within a team-based structure and will be responsible for: (1) leading technical assistance (TA) activities for states developing new integrated care options for individuals who are dually eligible for Medicare and Medicaid; (2) contributing Medicare subject matter expertise to advance alignment between the Medicare and Medicaid programs; and (3) leading project management efforts across different initiatives.

The ideal candidate will have knowledge of both Medicaid and Medicare policy and experience working on policies for individuals who are dually eligible. CHCS is particularly interested in candidates with a demonstrated commitment to advancing health equity and/or addressing social determinants of health, especially pertaining to older adults, people with disabilities, and people with low incomes or dual eligible status. Experience with Medicare Advantage, Medicaid managed care/Integrated health plans, or state Medicaid agencies a plus.

This is a full-time, senior-level based in the CHCS office, near Princeton, NJ. Occasional local and national travel will be required. Remote candidates will be considered but will be required to travel to the home office from time to time.

Position responsibilities include, but are not limited to:

· Manage projects that provide technical assistance and training to states designing or operating integrated programs for Medicare-Medicaid enrollees, including managing day-to-day activities, writing project reports, and developing budgets and work plans.

· Develop content for, facilitate and present at large and small-scale meetings, conference calls, and webinars through the development of agendas, meeting planning, participant outreach, etc.

· Lead qualitative research (interviews) with states, plans, providers or other stakeholders to support knowledge development and written materials.

· Conduct policy analysis including reviewing managed care contracts, waiver language, state and federal legislation, regulations, and other guidance.

· Produce written products for states and other stakeholders, such as issue briefs, blog posts and policy analyses.

· Plan and facilitate meetings with states, federal partners, and stakeholders.


· Master’s degree in related field (public health, public policy, health management, gerontology, social work, disability studies, etc.);

· 7-10 years of related work experience in a state/federal government agency, health plan, policy organization, provider organization or consulting firm;

· Experience with health and/or social policy for older adults, disabled, and/or low-income populations.

· Strong knowledge of Medicare and Medicaid policy and programs.

· Experience in curriculum development or adult instruction preferred.

· Ability to analyze, problem-solve and synthesize qualitative and health policy information.

· Strong communication, writing and oral presentation skills.

· Project management expertise, including the ability to oversee complex projects with several staff members, manage multiple assignments efficiently, and thrive in a fast-paced environment.

· Strong interpersonal skills, including the ability to work effectively with CHCS stakeholders such as funders, federal and state policymakers, and other experts in the field as well as on internal project teams.

Physical Requirements/Working Conditions

The employee will perform job duties in a business office environment. Tasks are generally carried out with no specific or unusual physical or environmental demands. While performing the duties of this job the employee is regularly required to work at a desk with a computer for extended periods of time. Specific physical abilities required by this job include operating basic office equipment such as personal computers, duplicating machines, fax machines and standard office telephones. The employee may be required to attend meetings, both on- and offsite, via phone, videoconference or in person.
