SUMMARY:

As the Finance Manager, you will be responsible for overseeing the provision of accounting, finance, all aspects of internal control and all related financial requirements.

The Finance Manager will provide support to the main (Mexico) Staff and satellite offices to ensure an effective and efficient financial management system and compliance with all company, government of Mexico and donor financial requirements. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provide financial analysis and oversight for all resources managed by IWPR in LAC, including project budgeting, re-budgeting, re-forecasting and budget-to-actual analysis, and the allocation of shared costs;
  • Review and sign off the monthly submission pack including the bank reconciliation and all supporting documentation;
  • Responsible for financial management, controls and reporting, reviews and maintains internal audits, and complies with donor regulations (including W8 & W9 forms) and company policies and procedures;
  • Oversee cash management, monthly payroll and statutory deductions and payment;
  • Manage the work of assigned staff including financial/accounting staff in main and field locations;
  • Train, mentor and support the finance/accounting team for the day-to-day accounting functions, including answering daily questions, training new hires, making and defining individual plan and their implementation;
  • Support in training non-finance team members in following the proper accounting and financial processes such as forms, coding;
  • Work with HQ Finance to ensure that all reports, allocations and other financial requirements are within donor and IWPR standards;
  • Review and approve payment vouchers, purchase requests, advance requests, expense reports, payment requests for sign off by the Regional director;
  • Oversee the cash management and monitoring of the cash balance;
  • Oversee bank account management including bank accounts maintenance, Western Union Money transfer reconciliation;
  • Review monthly cost allocations;
  • Ensure proper calculation and on-time payments of payroll, benefits and taxes;
  • Coordinate the monthly cash follow projections and requests from the program teams and Ops department and submit the consolidated cash flow; projections to HQ and ensure those are updated and monitored by providing reports to the Country Director and when necessary to the program team;
  • When applicable work with the local auditors to submit on-time reports to local governments and HQ this includes local annual returns and other statutory obligations;
  • Ensure that all files for projects, monthly reports, are well organized online and in hard copies;
  • Communicate effectively to ensure overall project targets and donor obligations are met by building collaborative coordination with the program teams and partners;
  • Work in coordination with the Ops teams and back up each other’s on all common matters to ensure a smooth operation;
  • Undertakes all other duties and projects that may be assigned;
  • Ensure all project assets are properly insured;
  • Support the country director and project managers with specific procurements needed under projects.

EDUCATION and/or EXPERIENCE REQUIREMENTS:

  • Bachelor's Degree in Finance, Accounting, or related field;
  • Minimum of five years or progressively responsible work in an international NGO, including managing staff effectively, budgeting, grants management and reporting to donors;
  • Equivalent combination of education and experience.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of USAID/USG/EU donor regulations including budgeting and reporting;
  • Demonstrated ability to organize and lead the work of others in an atmosphere of multiple projects, shifting priorities, and deadline pressures;
  • Excellent critical thinking skills and judgement. Proven willingness to make timely and sound decisions;
  • Strong written and communication skills, including demonstrated ability to write required documents in a clear, concise, well organised manner;
  • Awareness, sensitivity, and understanding of cross-cultural issues in particularly in representing an international organisation;
  • Strong oral communication and interpersonal skills;
  • Fluent in English and Spanish;
  • Advanced skills in MS Office;
  • Be able to work and be based in the Americas;
  • Ability to travel internationally 10% of the time.
