The Center for Inclusive Policy (CIP) is seeking proposals from experienced consultants to design and facilitate a participatory strategic planning process to lead staff and the Board of Directors in the creation of a 3-year strategic plan (2024-2026).

Background. CIP

is a 501(c)(3) non-profit based in Washington, D.C. but operating remotely and globally that supports international and national stakeholders to ensure that policies, practices, and programs foster full and effective inclusion of disadvantaged groups, in particular persons with disabilities, through the full realization of the Convention on the Rights of Persons with Disabilities (CRPD) and other human rights frameworks and development agendas. We do policy analysis, research, training, and strategic thinking and work collaboratively with national and international non-governmental organizations. Our goal is to contribute to building capacity for inclusive policy through knowledge development and dissemination, technical assistance, and facilitation of dialogue and linkages between various stakeholders.

This is a pivotal moment for CIP because we have grown significantly in the past two years and are transitioning to more complicated programming as well as more professional operating systems. We view this strategic planning process as an exciting opportunity to chart our future. It is an opportunity to critically review our practices, refresh our objectives, identify areas we can contribute to globally in the effort towards disability inclusion, and strengthen mechanisms to hold the organization accountable to its values and principles.

Consultant responsibilities and deliverables. The consultant will work in close collaboration with lead staff and Board members to design, develop and facilitate a participatory and inclusive process for strategic planning, ultimately resulting in a written strategic plan for the next 3 years: 2024-26.  An important outcome is that the team and board have strong ownership over the plan, which should be developed over a maximum of 6 months, starting in February 2023 and culminating by July 2023.  It should include goals and objectives that build on current and prior work and are consistent with the current and potential capacity of the organization, which includes both the staff and the board.

The consultant will be expected to undertake international travel to attend and facilitate the staff retreat taking place in London in the spring of 2023. 

The assignment is a LIMITED, CONTRACT POSITION which is expected to start in February 2023 and the project deliverables are expected by August 2023. Although travel is involved, we expect the consultant to also use virtual technology to support the project goals as CIP operates primarily in a virtual context.

In close collaboration with staff and Board, the consultant will:

  • Develop a participatory and inclusive planning process;
  • Guide and facilitate the process, including participatory input;
  • Undertake interviews with several key stakeholders, such as donors and partners, prior to the retreat to summarize the findings.
  • Document, summarize, and frame input;
  • Create an exciting, energizing and actionable Strategic Plan that includes shared mission and values; measurable and realistic goals; and objectives, strategies, tactics, measures, and outcomes across the organizational structure;
  • Consider and address relevant accessibility requirements when designing and developing documents and consultations.

Logistics - The consultant will work under the supervision of the CEO and work closely with the Senior Team.

The consultant shall:

  • Report on and submit deliverables in a timely manner to the CEO who will act as the focal point for the process
  • Maintain regular communication with the CEO, Board, and staff
  • Abide by CIP policies and values

The CEO will oversee quality assurance for this consultancy as it progresses but final approval of the plan and payment will be made by the board.

Minimum qualifications and how to submit a Proposal

CIP is seeking proposals from an experienced consultant  who specializes in strategic planning for global non-profit organizations.

Responses to these Terms of Reference are due on 03 February 2023 and should include:

  • A description of qualifications and capacity to do this project, including:
  • Experience and expertise in strategic planning and organizational development, especially with nonprofit organizations and the international development sector
  • Experience convening groups for input
  • Experience working with human rights organizations or organizations of persons with disabilities is desirable
  • A description of how the consultant intends to accomplish this assignment, including any ideas for enhancing or improving the organization’s efforts to undertake this process;
  • A draft timeline from initial planning until delivery of a completed written plan;
  • Appendices:
  • A sample list of strategic planning processes completed by the consultant(s), a one paragraph description of the work performed, and the time required for completion;
  • Curriculum Vita.
