CONSULTANCY WORK FOR THE DEVELOPMENT AND DISSEMINATION OF A FRAMEWORK ON DOMESTIC VIOLENCE PREVENTION & SURVIVOR-CENTERED SOLUTIONS PROMOTING RESTORATIVE JUSTICE AND ANTI-CARCERAL PRACTICES AS WELL AS ALTERNATIVES TO CRIMINAL LEGAL RESPONSE

I.                                Introduction

The National Network to End Domestic Violence (NNEDV) seeks to contract with an experienced nonprofit policy professional to advance federal prevention policy, primarily with a focus on promoting restorative justice and anti-carceral practices.

NNEDV is a social change organization dedicated to creating a social, political, and economic environment in which domestic violence no longer exists. NNEDV advocates for laws, policies, and funding to address domestic violence, and provides training, technical assistance, education, and support to state and territory domestic violence coalitions, as well as local domestic violence, sexual violence, and stalking programs, transitional housing programs, and the general public.

The consultant will work with NNEDV Leadership and NNEDV’s Policy Team, which is led by a Director and includes three additional staff members.

II.                          Skills and Qualifications

  • At least ten years of experience in the domestic violence field, with increasing responsibility and a reputation to building consensus across diverse perspectives;
  • Experience working in civil rights, criminal justice reform, and alternatives to the criminal legal system and anti-carceral approaches;
  • Knowledge of the intersection of domestic violence, racial justice, and criminal legal approaches and prevention strategies;
  • Knowledge of policy solutions to address racial disparities and impact of mass incarceration in the criminal legal system;
  • Excellent facilitation skills, including conflict management, and consensus-based decision- making;
  • Superior research and public policy analysis and development skills;
  • Excellent written and oral communication skills;
  • Have commitment to the organizational mission, including: 1) understanding of coalition work; 2) demonstrated commitment to anti-violence work, anti-domestic violence work, and racial equity; and 3) an ardent respect for domestic violence survivors.

III.                       Project Summary

NNEDV seeks a nonprofit policy consultant for a short-term project to build our capacity and leadership for policy research and analysis to advance federal prevention policy, primarily with a focus on promoting restorative justice and anti-carceral practices, examining the intersection of racial inequity, domestic violence, and mass incarceration, and offering alternatives to criminal legal response to domestic violence. NNEDV will build and disseminate a consensus framework to reflect our membership’s diverse perspectives and strategies for working with or outside the criminal justice system to hold perpetrators accountable. The entire project must be completed no later than September 30, 2024.

NNEDV was awarded a grant specifically for this project. The deliverables listed below are required for NNEDV to meet the grant requirements. The consultant shall work with NNEDV Leadership and the Public Policy team to:

A.    Engage California thought leaders, including Blue Shield of California Foundation and the California Partnership to End Domestic Violence, to inform the federal prevention policy framework on restorative practices and alternatives to the criminal legal system – ongoing

B.    Engage at least three leading culturally specific organizations and civil rights and criminal justice groups to ensure the federal prevention policy framework reflects input from and the experiences of communities of color in shaping NNEDV’s policy proposals promoting restorative and anti-carceral approaches to the criminal legal response to domestic violence.

  • Execute contracts with organizations by 2/28/23
  • Meet with culturally specific organizations to ensure the federal policy framework reflects input from Communities of Color – ongoing

C.   Host at least four convenings with up to 56 state and U.S. territorial domestic violence coalitions to discuss restorative practices in the domestic violence field, gather survivor- center solutions addressing prevention and anti-carceral approaches, and build support for policy proposals promoting restorative and anti-carceral approaches to the criminal legal response to domestic violence – by 9/30/23

D.    Draft a federal prevention policy framework with recommendations for restorative practices and anti-carceral alternatives to the criminal legal system.

  • Plan meetings to support creation of federal prevention policy framework – ongoing
  • Draft federal prevention policy framework – by 12/31/23

E. Distribute the framework to NNEDV’s stakeholders and policymakers and work with our Communications team to implement a communications plan disseminating the framework publicly through at least two educational briefings.

  • Distribute federal prevention policy framework – by 2/28/24
  • Host a minimum of 2 educational briefings – by 2/28/24

F.   Work with our Communications team to highlight California thought and practice leaders in NNEDV’s communication and distribution plans for the framework – by 6/30/24.

G.  Reporting

  • Draft Interim Report – by 11/1/23
  • Draft Final Report – by 9/30/24

IV.                         Project Duration and Budget Information

Length of Contract: All deliverables must be completed by September 30, 2024 and on the schedule outlined above.

Travel: This position may be based remotely, but will require travel to DC and other locations during the pendency of the contract. The limited travel is covered under the contract.

Available Budget: Not to exceed $105,000 in 2023; prorated in year two not to exceed $78,750 Please submit your cost estimates with your proposal.
