This position is eligible to work remotely from any location within the state of Texas. Out of state applicants must be willing to relocate within 60 days, at their own expense.



Works under the direction of the Team Lead, with extensive latitude for the use of initiative and independent judgment to analyze, develop, and maintain complex Web Application systems for the Health, Developmental and Independence Services (HDIS), Women Infants and Children (WIC) program area. Analyzes business and system requirements, prepares detailed procedures for solutions to problems, and develops and maintains software for WIC using a variety of modern programming languages and web technologies. Documents the design, programs, and procedures relevant to the WIC Program’s web applications. Performs quality control measures for in-house programming efforts. Works with other members of a design/development team. Develops and maintains expertise in a variety of programming tools. This position is classified as a fulltime position (40 hours a week). Work outside of regular hours may be required. Travel to other work location may be required. Performs other duties as assigned.







Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.



25% Responsible for coding, testing, and supporting highly complex applications to meet customer needs. This support includes analyzing production problems as described by the customer, systems analyst, and/or customer support staff and problem solving to keep the customers operational as well as ongoing maintenance and enhancements to both software and hardware.



15% Evaluating existing and proposed computer applications to verify business requirements, system requirements, and ensuring equipment configurations are taken into account. Analyzes business processes, equipment, and techniques for applicability, reliability, efficiency, speed, cost, flexibility, and meeting customer needs. These duties include coordinating applications interfaces with other teams within the Department as well as between State Agencies with the coordination of management.



15% Works with a software design/development team. Communicates with other team members to coordinate development and systems integration efforts. Reports project status to the team lead or project manager.



10% Assists the technical team in the development and maintenance of system documentation. Keeps system documentation current with system development and maintenance.



10% Be proficient in all technical aspects of the WIC Program’s web applications by learning the business rules, functional requirements, development standards, data design and structure, process and data flow, and client interfaces associated with the applicable applications.



10% Works with technical support staff, network specialists and systems development contractors to perform modifications and/or updates to existing systems or to implement new systems. This may include analyzing problems, coding, testing, implementing and training of other technical staff and/or customers.



10% Develops and maintains expertise in a variety of programming tools necessary to meet the needs of the department. This includes staying current on the latest technology updates and development techniques for the areas of responsibility.



5% Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge Skills Abilities:

Knowledge developing applications in Visual Basic, VB.NET, C#, MVC, and Visual Studio

Knowledge of Web Applications using IIS, JavaScript, JQuery, ORM, CSS, and HTML

Knowledge of Microsoft Azure or other cloud hosting environments.

Knowledge of SQL scripting, SQL syntax, and SQL programming in Microsoft SQL Server.



Skill in writing programs for web applications

Skill in writing stored procedures and functions

Skill with building interfaces between web applications and other information systems

Skill in written and verbal communications.



Ability to analyze problems and develop solutions

Ability to work under stressful conditions with multiple projects and deadlines.

Ability to perform detailed work accurately and in accordance with standards

Ability to effectively work independently or with others in a team environment.



Registration or Licensure Requirements:





Initial Selection Criteria:

Experience developing in VB.NET, C#, Visual Studio and SQL Server

Experience developing Web Applications using IIS, Java Script, JQuery, CSS, HTML, PHP and other web technologies

Bachelor or master’s degree in the areas of computer science, math, or equivalent experience and 3+ year’s work experience preferred

Experience with HHSC legacy data, databases and applications preferred
