The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our CDR-Monitoring & Quality Assurance program area.


Performs complex (journey-level) audit review work. Work involves performing compliance activities to ensure legal compliance with tax laws, auditing standards, and agency policies and procedures; and reviewing audits for program economy, efficiency, and effectiveness. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Job Elements

  • Reviews audit documentation for compliance with agency policies and auditing standards.
  • Reviews and organizes team reports, determinations, and recommendations for review and final approval; and communicates approved determinations and recommendations to audit staff.
  • Researches and analyzes generally accepted government auditing standards, other financial standards1 subject areas, control structures, and business practices to aid in making determinations and recommendations.
  • May recommend amendments to the departments auditing and compliance monitoring policies, procedures, and programs. Including vendor contracts, work orders and deliverables.
  • May provide guidance to others, including contracted vendor support.
  • May analyze quality control error findings for trends or patterns.
  • Validates audit data for tracking and reporting purposes provided by others.
  • Performs related work as assigned,
  • Obtain proficiency in TIGR, particularly using it as a resource for performing and managing monitoring and oversight activities as they relate to the comprehensive monitoring plan, and as required by CDR Management.
Qualifications


Minimum Qualifications

  • Graduation from an accredited four-year college or university with major coursework in accounting, business, business management or a related field is generally preferred. Experience and education may be substituted for one another
  • Three (3) years of experience in audit and regulatory work.

Preferred Qualifications

  • Preferred experience providing independent audit reviews, substantial experience provided desk audits and collaborating with other audit team members in state and/or federal government.
  • In addition to the experience listed above, preference for candidates with the following:
    • Certified Internal Auditor (CIA)
    • Certified Fraud Examiner (CFE)
    • Certified Public Accountant (CPA)
    • Certified Management Accountant (CMA)
    • Certified Government Auditing Professional (CGAP)

Knowledge, Skills, and Abilities

  • Outstanding organizational and time-management skills.
  • Knowledge of accounting and auditing methods and systems; of generally accepted auditing standards and procedures; and of various data analysis methods, techniques, and tools.
  • Skill in conducting research; in interpreting tax laws and agency policies and procedures; in identifying, resolving, and preventing tax-related issues by using strong analytical techniques and innovative approaches; and in the use of a computer and applicable software.
  • Ability to evaluate documents for accuracy and legal conformance, to review and analyze data and procedures, to provide objective determinations and recommendations that are consistent with tax laws and auditing procedures, to prepare concise reports, to quantify effects of audit results and issues, to maintain confidentiality and protect the privacy of taxpayers and other members of the public, to communicate effectively, and to provide guidance to others.
  • Ability to attend work regularly and adheres to established work schedule in accordance with agency leave and attendance.

Physical Requirements

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
