POSITION SUMMARY:

HIAS seeks a Program Manager, Preferred Communities to ensure that refugees and newcomers served by HIAS’ affiliates are able to access and understand U.S. systems and meaningfully connect with host communities. The Program Manager, Preferred Communities will work with existing program managers on the Preferred Communities (PC) program. They are responsible for the ongoing management and oversight of programming and services performed by HIAS' network of local resettlement affiliates that connect refugees to supportive institutions, needed services and their new communities. The Program Manager, PC manages ORR’s Supplemental Funding provided to the PC program to ensure there are adequate resources to support particularly vulnerable refugee arrivals, as well as to build capacity for additional resettlement through HIAS’ domestic network of affiliate partners. The Program Manager, PC will ensure full compliance and high-quality reporting according to the newest PC guidelines, manage aspects of the PC budgets, support with program implementation and provide ongoing training and technical assistance to ensure quality service provision.

Note, this is a full-time, temporary position that starts ASAP and ends 12 months later, with possible extension. This position is based at our headquarters in Silver Spring, Maryland or our office in New York, New York, and we will consider a remote option for applicants who live outside of commuting distance to either of our offices and are based in other states in which we are registered (Arizona, California, Colorado, Connecticut, Florida, Georgia, Iowa, Michigan, Minnesota, Nevada, New Jersey, Ohio, Oregon, Pennsylvania, Texas, Virginia, West Virginia, Wisconsin).

ESSENTIAL FUNCTIONS:

  • Designs and implements network-wide training calendar and provides targeted, tailored technical assistance to HIAS affiliate partners in key areas to support programmatic improvements.
  • Conducts assessments with local affiliate partners to identify and correct gaps in services and resources, and establishes genuine partnerships to ensure optimal client experience.
  • Manages monitoring activities, including on-site visits, protocol, interface with affiliates and report writing.
  • Tracks all outcomes activities through monitoring, the HIAS PC database and other methods, in order to be the source of data for determination of goal achievement.
  • Develops, updates and manages program documents (standards, guidelines, case management tools) and tools (outreach, educational, informational, monitoring, training) to grow the depth, reach and quality of services of social integration programs within HIAS.
  • Provides significant contributions and actively seeks ways to innovate and contribute to evidence-based program design within social integration program areas across U.S. Programs and the network at large.
  • Serves as a liaison with government funders and other refugee resettlement partners (e.g. other national resettlement agencies, state governmental entities and technical assistance providers) for the designated programmatic and functional areas of expertise.
  • Supports the Social Integration team on management of national budgets supported by private and federal funding sources.
  • Collaborates with the Social Integration team on new grant initiatives to expand social integration offerings.
  • Offers thought leadership and participates in meetings, conferences and conference calls with funders and partners to discuss program developments and future activities.
  • Maintains the current online data collection systems, spearheads data quality improvement efforts and prepares reporting as needed.
  • Provides support for other social inclusion program functions as needed.

QUALIFICATIONS & REQUIREMENTS:

  • Undergraduate degree required.
  • 4-6 years of relevant work experience required.
  • Knowledge and experience with the U.S. Refugee Admissions Program strongly preferred; previous work with refugees and immigrants, including but not limited to community support, case management and wrap-around social integration services is strongly preferred.
  • Previous personal experience with refugee resettlement or migration is strongly preferred.
  • Experience developing and conducting remote and/or in-person training strongly preferred.
  • Strong analytical skills, including demonstrated experience using and analyzing data to support evidence-based decision-making; some statistical analysis experience preferred.
  • Experience with grant writing preferred.
  • High level of proficiency in Microsoft Word, Excel and PowerPoint required.
  • Experience creating, managing and fully utilizing online databases preferred.
  • Excellent command of written and spoken English; demonstrated ability to write policies, to develop proposals and other official documents, and to synthesize and report on findings from independent data analysis.
  • Organized and detail-oriented, with ability to meet strict deadlines.
  • Must be able to travel within the U.S. as needed (estimated at 3-6 times per year).
