GENERAL DESCRIPTION

This position is a remote position.

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Performs advanced (senior-level) web-based programming and design in support of the Texas Department of Motor Vehicles (TxDMV), Information Technology (IT). Develops and maintains the operational, technical, and support requirements for the TxDMV's Internet and Intranet websites and web-based applications. Works with web content experts and graphic designers external to IT to identify publishable content, and develops, implements, and maintains the technical infrastructure to display and manage this content for the Internet and Intranet. Designs Web Services Architecture, and develops, implements, and supports resulting web services. Supports and maintains the content management system and transport mechanisms allowing business to dynamically publish content to the TxDMV public website (Internet) or Intranet. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES

Develops, implements, and maintains TxDMV's Internet/Intranet websites and web-based applications; defines website objectives and solutions by analyzing user requirements and envisioning system features and functionality.

Designs and develops user interfaces to Internet/Intranet applications conforming to TxDMV's standards for look and feel; sets and meets expectations and features priorities throughout the development life cycle.

Provides technical leadership for agency's web-based programming; recommends web design methodologies and tool sets; conducts code reviews and walk throughs.

Recommends system solutions by comparing advantages and disadvantages of custom development, open source, and vendor purchase alternatives.

Integrates web applications by designing database architecture and server scripting; studies and establishes connectivity with network systems, search engines, and information servers as required.

Creates website storyboards and facilitates review sessions to iteratively finalize website navigation and design.

Creates multimedia applications using appropriate authoring tools; maintains and supports standard content management system.

Designs Web Services Architecture; develops, implements, and implements secure Web Services using appropriate technologies.

Completes applications development by coordinating requirements, schedules, and activities with stakeholders; contributes to team meetings.

Supports users by developing documentation and assistance tools to support the business dynamically publishing website content.

Supports and develops other web application developers by providing advice, coaching, and educational opportunities.

Works with web content experts and graphic designers to incorporate their work into website and determines operational, technical, and support requirements for operation and maintenance of databases, text, and graphics.

Designs, implements, and maintains website security measures; monitors website usage and ensures security; provides non-standard business hour trouble-shooting expertise to diagnose website and web-application production problems.

Maintains knowledge of changing technology and provides recommendations for adaptation of new technologies.

Performs other job-related duties as assigned.

SOA principles, practices and application

Open-Source software including, but not limited to, Java Enterprise Edition (J2EE), LAMP Framework (Linux, Apache/Tomcat, MySQL, PHP), Drupal, etc.

Web Services Architecture design, security, programming, implementation, and support

Software testing concepts and techniques

Computer graphic software

Thorough knowledge of

Web content accessibility standards and guidelines; W3C WCAG 2.0 (Web Content Accessibility Guidelines) or ISO/IEC 40500

Considerable knowledge of

Limitations & capabilities of computer systems; network layers & computer platforms; network operations support; operating systems; Internet technologies; databases; security applications; and information security practices, procedures, & regulations

MINIMUM REQUIREMENTS

Education and Experience

Bachelor's degree in computer science, computer information systems, management information systems, or a related field, plus five (5) years of experience developing and supporting website and web-based software applications. Experience and education may be substituted for one another. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)
