Are you looking for an exciting opportunity to make a statewide impact? Interested in partnering with leaders spanning the state to oversee and guide county, city, and local assessors? This position serves in all aspects of the classification and valuation of real and personal property for property tax purposes throughout the state to achieve uniformity and accuracy in the assessment process. Additionally, this position will serve in a specialization area of assessment practice in the Regional Representative work group, providing technical knowledge and assistance to the work group on property tax related investigations, metro area assessments, and/or complex property types. The position leads the Department’s mission of supporting, guiding, and educating assessors to comply with applicable state laws, division guidelines, and appraisal and assessment practices so that regional and statewide consistency and uniformity is achieved.

Qualifications

Minimum Qualifications

Licensed as a Senior Accredited Minnesota Assessor (SAMA)
AND
Three (3) years of professional experience identifying and resolving property tax administration concerns involving complaints, and complex property administration assessments

OR

Bachelor's degree in Real Estate, Public Administration, Political Science, or related field AND two (2) years of professional experience as described.

Applicants who meet the above experience requirements will be further evaluated based on the following:

  • Math skills sufficient to conduct various analyses of statistical studies.

  • Experience writing and or reviewing real property appraisals.

  • Human relations skills sufficient to effectively work with government officials at various levels and communicate with a variety of people.

  • Writing skills sufficient to write letters, instructional bulletins, fact sheets, and brochures.

  • Reading comprehension sufficient to analyze, interpret, and apply laws and various reference materials to specific situations.

  • Ability to work independently and in a team environment.

  • Experience auditing and analyzing data.

  • Experience gaining voluntary compliance through partnerships where direct supervision is not present.

  • Requires a Class D Driver’s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver’s license.

Preferred Qualifications

  • Experience in a county or state property tax administrative role.

  • Knowledge and understanding of Minnesota Statutes and Department of Revenue policies relating to property tax.

  • Experience with, public policy, laws and statutes, legislative process, public finance, and public program operations.

  • Ability to understand property tax administration activities, link processes to the purpose of the program, and provide procedural technical advice to clients and other governmental officials

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

Additional Requirements

Must have reliable transportation or a valid class D driver's license.

All individual income tax filing and payment obligations must be current prior to interviewing for this position.
