Systems Division of the Controller’s Office:
The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which include Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), and Oracle Business Intelligence. These applications are branded locally as our SF Employee Portal, SF People & Pay, SF Financials, SF Procurement, SF Learning, and SF Reports and Analytics systems. Collectively, these applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The division serves over 35,000 active City employees, 75,000 retirees and 25,000 City vendors (bidders and suppliers). Peripheral and legacy applications also leveraged by the division include Oracle Identify & Access Management, Sherpa Budget Formulation & Management, Phire Architect, Control-M, and FreshWorks. The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes. Users are fully supported to ensure adoption of these interconnected functionalities. Systems Division has a hybrid/remote weekly schedule, working 1 day onsite (in the San Francisco office) and 4 days remote, subject to periodic review and approval.

Job Description


Under general direction of the SF Financials and SF Procurement business lines, this position includes roles and responsibilities to ensure quality and consistency of solution requirements, designs, configurations, testing, training, and deployments for the SF Financials and SF Procurement teams (PeopleSoft FSCM). Support of the SF Financials and SF Procurement teams is expected to last a minimum of 2 years. When that assignment concludes, this position may support other business lines as well as play Project Manager roles on other projects.

PMO Team description
This position will work daily with the SF Financials and SF Procurement teams, however it will officially report to the division Project Management Office (PMO). The PMO team provides project management and software development tools, solutions and services to our business partners so they can work faster and better. We aspire to be the connective tissue that supports the core business operations of System Division so that our team can achieve our shared vision of making the System Division the partner of choice for City Departments.

Key responsibilities include:

  • Quality assurance (QA) for functional requirements, designs, configurations, testing, training, and deployments for the SF Financials and SF Procurement modules, which include Accounts Payable, Accounts Receivable, Asset Management, Billing, Cash Management, Customer Contracts, E-Settlements, Expenses, General Ledger, Grants Management, Project Costing, Requisitions, Catalog, Supplier Portal, Inventory, Purchasing, Strategic Sourcing, and Supplier Contracts
  • Collaborates with functional business analyst across the 6 sub-teams within SF Financials and SF Procurement (may support other business lines as needed)
  • Establishes and reinforces QA best practices throughout the software development life cycle (plan, design, configuration, development, testing, training, deployment) for the SF Financials and SF Procurement teams
  • Serves as SF Financials and SF Procurement QA lead during FSCM upgrade projects
  • Leverages PeopleTools Test Framework (PTF) for consistency and efficiency in test planning and execution
  • Reviews functional designs and test documentation to ensure they adhere to best practices, meet user needs, and are viable solutions from a technical perspective.
  • Conducts trainings for end users
  • Identifies, manages, escalates, and resolves issues and risks
  • Troubleshoots and resolves production support issues
  • Mentors and develops new functional business analysts.
  • Performs other duties as assigned

Qualifications


Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience: Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • PeopleSoft FSCM 9.2 experience with the following modules: Accounts Payable, Accounts Receivable, Asset Management, Billing, Cash Management, Customer Contracts, E-Settlements, Expenses, General Ledger, Grants Management, Project Costing, Requisitions, Catalog, Supplier Portal, Inventory, Purchasing, Strategic Sourcing, and Supplier Contracts
  • Experience utilizing Oracle SQL Developer, PeopleSoft Application Designer, Query Manager, and Process Scheduler to support new development and production support break-fixes
  • Professional IS Business Analyst work experience in the Public Sector (Government or Nonprofit).
  • Familiarity with Tier-1 ERP systems.
  • Advanced-level skills in requirements gathering and documenting; preparing functional specification documentation, system and user testing techniques and documentation, process flow and diagramming;
  • Demonstrated experience preparing and maintaining user training materials; conducting online user trainings and oral presentations.
  • Experience in managing cross-module initiatives through influence versus direct management.
  • Advanced QA and SQL skills.
  • Excellent communication skills.
