The Office of Fiscal and Monitoring Services’ (OFMS) Monitoring Services Division conducts financial compliance reviews of ODJFS partners and subrecipients identifying opportunities for operational improvement and risk reduction. This division also conducts reviews of public assistance programs evaluating whether the level of benefits or other aspects of program eligibility are determined correctly. Training and technical assistance is also provided to the County Department of Job and Family Services agencies concerning potential fraud abuse and identifying possible overpayment of public assistance benefits. Major Duties and Responsibilities

This position works in a unit that is charged with conducting fiscal monitoring reviews of the Workforce Innovation and Opportunity Act (WIOA), Comprehensive Case Management Employment Program (CCMEP) and special discretionary grants. The ideal job candidate will become familiar with the WIOA, various Code of Federal Regulations (CFR), Ohio Administrative Code (OAC) rules, policies developed by the Office of Workforce Development (OWD), and WIOA local area policies.

As an External Auditor 3 you will conduct fiscal monitoring reviews of the 20 local areas in Ohio’s Local Workforce System which include CCMEP lead agencies. You will be required to conduct entrance and exit conferences, collect records, and analyze financial reports from the County Finance Information System (CFIS), County Auditor reports, and local area accounting system reports. Potential items to review also include cost allocation, budgeting, procurement, disbursements, cash management, contract reviews, and sub-recipient monitoring. These items will be analyzed to determine compliance with local, state, and federal regulations. At the conclusion of the review you will be required to write a monitoring report which details the results of the review and conduct an exit conference to discuss the issues found during the review.

You may have to work with hostile people, or those who are evasive and/or resistant to interviewing, questioning, or providing records. This position requires travel throughout the state and may include occasional overnight stays. The ideal job candidate will be teachable, patient, persistent, observant, organized, detail-oriented, accurate, and adaptable. In addition, the ideal candidate will have a positive attitude, excellent communication skills, and work well with others.


Qualifications


The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the application.

The ideal candidate, at minimum, must have the following:

  • Completion of undergraduate core coursework in accounting, business administration, computer science or related field
  • AND 3 yrs. experience in auditing or accounting which must have included 18 months auditing experience in accordance with auditing standards or in accordance with prescribed management policies and/or procedures as specified on agency position description
  • AND 12 months experience as audit team lead or auditor in charge

OR

  • 5 yrs. experience in auditing or accounting, which must have included 30 months auditing experience in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description
  • AND 12 months experience as audit team lead or auditor in charge

OR

  • 12 months experience as External Auditor 2, 66462, in the State of Ohio classification system.

OR Equivalent of Minimum Class Qualifications for Employment noted above

Skill in use of calculator; personal computer & applicable software (e.g., spreadsheets; word processor; databases).

Ability to develop audit procedures & guidelines & oversee application of procedures in routine &/or non-routine audits; collect & classify information about data, people & things; prepare reports; handle routine & sensitive inquiries from & contacts with representatives of auditees & of public; analyze working papers & audit reports for compliance with professional standards; communicate effectively verbally & in writing; cooperate with co-workers on group projects; read & evaluate technical materials; establish cooperative atmosphere as audit team lead.


Supplemental Information
Unless required by legislation or union contract, starting salary will be the minimum salary of the salary range (step 1, currently $29.66 per hour) associated with this position.
