The Office of Fiscal and Monitoring Services’ (OFMS) Monitoring Services Division conducts financial compliance reviews of ODJFS partners and subrecipients identifying opportunities for operational improvement and risk reduction. This division also conducts reviews of public assistance programs evaluating whether the level of benefits or other aspects of program eligibility are determined correctly. Training and technical assistance is also provided to the County Department of Job and Family Services agencies concerning potential fraud abuse and identifying possible overpayment of public assistance benefits. Major Duties and Responsbilities

The primary purpose of this position is to work individually or as part of a team to conduct monitoring reviews of over eight different federal programs at county family service agencies (CFSAs) who receive federal funding passed through the Ohio Department of Job and Family Services. In addition, you will assess an agency’s compliance with federal, state, and local regulations and identify instances of non-compliance and prepare practical, clear, and concise recommendations for improvement.
The ideal job candidate has a comprehensive knowledge of audit/monitoring standards including creating audit working papers. This knowledge includes the fundamental concepts of gathering information, interviewing contacts, and preparing documentation necessary for the execution of monitoring review procedures. A working knowledge of and skill utilizing Microsoft Word and Excel is essential. In addition, knowledge of the federal programs administered at CFSAs is preferred.

Qualifications


The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the application.

The ideal candidate, at minimum, must have the following:

  • Completion of undergraduate core coursework in accounting, business administration, computer science or related field
  • AND 24 months' experience in auditing or accounting which must have included 12 months' auditing experience in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description.

OR

  • 4 years' experience in auditing or accounting which must have included 2 years' auditing experience in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description.

OR

  • 12 months' experience as External Auditor 1, 66461.

OR Equivalent of Minimum Class Qualifications for Employment noted above.


Major Worker Characteristics

The candidate selected for this position would be expected to possess the following characteristics to perform the essential duties of the job.

Knowledge of accounting; auditing standards & procedures; state & federal statutes & policies & procedures governing operations & financial accountability applicable to entities being audited*; public relations; office practices & procedures*.

Skill in use of calculator, personal computer & applicable software (e.g., spreadsheets; word processor; databases).

Ability to independently develop & perform routine &/or non-routine audit procedures in accordance with auditing standards; prepare accurate & concise audit reports & recommendations for corrective action; handle routine & sensitive contacts with representatives for corrective action; handle routine & sensitive contacts with representatives of entities being audited; work cooperatively with members of audit teams.

Supplemental Information
Unless required by legislation or union contract, starting salary will be the minimum salary of the salary range (step 1, currently $27.03 per hour) associated with this position.

‘Remote’ Work Details
This position, upon approval, may work remotely and require occasional in-person work for training, meetings and other operational needs. Successful candidates must have and maintain internet at their remote location during normal working hours. Employees will have access to shared workspaces at an ODJFS location. Employees must reside in Ohio and within a reasonable distance to their assigned work location to respond to workplace reporting requirements.
