IHME has an outstanding opportunity for a Technical Project Manager II on our Central Computation team. The Central Computation team is responsible for developing disease and risk factor modeling software, data analysis pipelines, and database tools that interface with up to 1 PB of data across dozens of databases and a network file system. Central Computation’s culture is ambitious, innovative, and collaborative. The team seeks engineers interested in solving complex research problems through design and implementation of scalable software, with an emphasis on robust testing.

We are looking for a Technical Project Manager II who is technically proficient, an effective communicator, and able to operate independently. The person in this role will manage software development projects related to new research and technical requirements for the Future Health Scenarios and Simulation Science projects. They will execute software development projects to completion, working with internal teams on gathering requirements, developing project plans and determining milestones, coordinating across teams, implementation, deployment, and retrospectives, tracking progress, and ultimately ensuring timely delivery of intermediate to large scale, cross-functional projects. The TPM II will provide diplomatic and timely communication in an agile work environment with iterative planning and delivery cycles.

The Technical Project Manager II must be able to navigate multiple teams and complex project logistics while remaining focused on key details of the research deliverables to facilitate effective coordination between teams. This role will require the TPM II to develop an understanding of the key elements of the research projects they will be tasked with driving to success. The individual will need to monitor and assess adherence to project communication protocols, track progress against deadlines, and help to resolve roadblocks. They must be able to communicate well with individuals from a variety of backgrounds, cultures, and knowledge bases. Most importantly, the TPM II must carry out their responsibilities with a high degree of accuracy, timeliness, and awareness to help flag priorities and potential problems in order to find solutions that keep the project progressing on tight timelines. The position is contingent upon project funding availability. 

RESPONSIBILITIES:

Project Management

  • Understand project goals and translate those goals into action to deliver interdependent products on deadline 
  • Gather requirements for the team’s technical products from stakeholders  
  • Develop work plans for engineers to implement requirements using knowledge of technical dependencies and infrastructure  
  • Liaise with the relevant teams to scope, communicate, implement, and test technical requirements and dependencies to deliver products on deadline 
  • Perform risk assessments within a project – determine tradeoffs across possible implementations 
  • Utilize project management tools to ensure high-quality and timely technical coordination 
  • Detail and document complex analytic processes through the creation of flowcharts, requirements documentation, and other relevant materials  
  • Act as a point of contact between technical and non-technical staff  

Team Management

  • Work across supervisory structures to ensure work is properly prioritized 
  • Coordinate tasks across a team of engineers, and assess progress across deliverables 
  • Formally or informally supervise and train team members, providing guidance, coaching and support  
  • Ensure the team works effectively with other groups at IHME - promote cross-organization teamwork 

Research Learning

  • Understand how the software native to IHME’s modeling endeavor maps to specific research objectives  
  • Become fluent with existing project management software used across projects, and potentially make recommendations for how other tools could be leveraged 
  • Translate non-technical research outcomes from a diverse set of clients into tangible development requirements 
  • Develop and maintain a high-level understanding of modern “big data” technologies and infrastructure, and how they relate to the work of IHME’s Data Science team 
  • As needed, develop baseline understanding of epidemiological modeling principles 

General

  • Perform additional duties as assigned that fall within the reasonable scope of this position 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in social sciences, mathematics, computer science, or related field and four years’ experience, or equivalent combination of education and experience

ADDITIONAL QUALIFICATIONS:

  • Experience leading cross-functional teams to deliver projects with multiple dependencies and constraints.
  • Ability to communicate effectively and establish credibility with technical and non-technical stakeholders including executive staff.
  • Strong systems thinking and problem solving experience. 
  • Experience with Agile development methodologies.
  • Must exhibit strong desire and ability to learn new intellectual content across different disciplines in a timely fashion.
  • Strong sense of focus and attention to detail.
  • Demonstrated organizational skills, self-motivation, flexibility, strong communication skills, and the ability to thrive in a fast-paced, energetic, highly creative, entrepreneurial environment.

DESIRED QUALIFICATIONS:

  • Statistics and/or public health interest. 
  • Developer experience, including writing, testing and deploying code   

Working Conditions:

  • Weekend and evening work sometimes required.
