About the Clean Vehicle Assistance Program  

Beneficial State Foundation’s Clean Vehicle Assistance Program [4] (CVA Program) provides grants and affordable financing to help income-qualified Californians get a new or used clean vehicle. Our goal is to make clean vehicles more accessible and affordable. As an equity-focused program, our priority is to serve communities that are disproportionately impacted by pollution, this often includes low-income communities and communities of color. We are also contributing to California’s goal of 5 million clean vehicles on the road by 2030 to improve air quality for all. Since the program launched in 2018, the team has successfully completed two pilot phases and secured competitive, multi-million-dollar contracts from the California Air Resources Board (CARB) to continue growing the program.  

Role at a glance

The salary for this role is $85,844 or $97,550 annually dependent on candidate location (see below for details on compensation and benefits). 

This role is an exempt, full-time position, with a requirement for California residency.  

We have a physical office in Oakland, CA., but we are currently working in a 100% remote environment. This role can work remotely from anywhere in California.  

The expected start date for this position is June 13, 2022.  

Position Overview  

The Community Engagement Manager will directly support the CVA Program’s financial justice goals by ensuring that the clean vehicle grants support communities that need them the most. By building community partnerships, the Community Engagement Manager will raise awareness about the CVA Program among diverse communities across California and collaborate both internally and externally to deliver culturally-specific support to target populations.  

Primary Job Duties and Responsibilities  

Outreach strategy design & implementation 

  • Lead planning and execution of outreach efforts to meet the requirements of the program’s grant agreement and advance the equity outcomes.  
  • Manage outreach evaluation and learning efforts, including the collection and communication of key performance indicators (KPIs).  
  • Support program leadership with outreach budget planning and complete quarterly budget tracking of outreach expenses.  
  • Continue building a reputation for the CVA Program as effective and equity-centered outreach practitioners.  

Community Based Organization (CBO) partnership management 

  • Develop and maintain both formal and informal partnerships with mission-aligned CBOs to advance the goals of the outreach strategy.  
  • Manage memorandums of understanding (MOUs) with subcontracted partners and ensure the partnership objectives are delivered. Communicate successes, challenges, and learnings to the CVA Program team and CARB through regular meetings and quarterly reports. 

Cross functional collaboration for customer experience  

  • Collaborate closely with the operations team and partners to develop and implement projects that improve customer success, especially for target communities. For example, participate in the Dealership Task Force to support dealership education, onboarding, and retention.  
  • Maintain an in-depth understanding of the CVA Program’s requirements and internal operational procedures. Ensure that outreach and community engagement initiatives align with operations team capacity and goals. 

Leadership and people management 

  • Manage the Program Associate, Outreach Lead role, with responsibilities including planning, assigning, and directing work; coaching and performance management; problem solving. 
  • Collaborate across teams to create and fine-tune policies, processes, and procedures to increase organizational effectiveness, grow impact and steward team culture and values. 
  • Support and participate in organization-wide culture building including anti-racism, diversity, equity, and inclusion activities to support staff belonging, inclusion, and wellbeing.

  • Associate degree or equivalent combination of education and transferable experience  
  • 6+ years work experience, with 3+ years experience in the following areas  
  • Outreach and community-based program development 
  • Program planning and implementation 
  • Demonstrated experience managing partnerships, including contract, performance, and budget management  
  • Strong leadership and project management skills, preferably with demonstrated success in community engagement and outreach 
  • Prior people management experience, or manager-ready with demonstrated experience coaching and directing work of others to achieve program goals 
  • Experience collaborating cross-functionally with a customer service / operations team  
  • Prior experience with Salesforce or CRM to manage partner relationships and support program evaluation and impact reporting   
  • Previous experience with clean mobility, fair financing and financial services, and/or clean energy sectors   
  • Keen awareness and sensitivity to the needs and concerns of individuals from diverse lived experiences 
  • Commitment to contributing to social, economic, and racial justice movements 
  • Comfort with working remotely and supporting and collaborating with remote staff 
  • Demonstrated experience with change management and creating and implementing new policies in a growing non-profit organization   

Demonstrated interest in contributing and working by Beneficial State Foundation’s Core Values 

Strong technology knowledge and comfort working with various software and apps including Microsoft Suite / Microsoft 365, Google Suite, Slack, Basecamp, and Zoom – and the adaptability and learning mindset to learn and become effective with new and unfamiliar systems 

Position Information

Location: This position is California based and we are seeking candidates who are or will be California residents. Depending on candidate location within California we expect to be able to offer this role the option to work remotely (in California) on a permanent basis, or to work out of our Oakland, CA office in the future.  

Classification: Regular, Full-Time, Exempt 

Reports to: Jhana Valentine, Program Director, Clean Vehicle Assistance Program 

Direct reports: Michelle Barron, Program Associate, Outreach Lead, Clean Vehicle Assistance Program  

Work Environment  

Due to the pandemic, all staff are currently working from home. We provide staff with support for remote work, including a monthly stipend, expense reimbursement, ergonomic assessment resources, etc.
