Position Summary

Over Zero, a project of Hopewell Fund, is seeking an Evaluation and Learning Specialist (title negotiable, commensurate with experience). This is a new position designed for a skilled researcher and strategic thought partner experienced with program evaluation, impact measurement, and interdisciplinary learning (specializing in policy, peacebuilding, conflict, and conflict resolution, and/or related fields). The Specialist will be responsible for updating and implementing Over Zero’s internal project measurement, evaluation, and learning process; managing its support for evaluation of partner programs and projects; and, annually assessing impact across programs and contexts to draw out field-relevant learnings. To further drive learning, the Specialist will identify and conduct case studies on resilient communities within the U.S., as well as collect any other field-based learning that can inform Over Zero’s programs. Lastly, in partnership with the Director of Research and Field Advancement, the Specialist will begin to envision and build a public-facing arm of this work to help advance the field. 

This is a full-time remote position with occasional travel for in-person meetings and events. The ability to be an active and collaborative member of a geographically dispersed team is essential to success in this role. This position will also work with a Research Associate and project-specific consultants.

Over Zero, a project of the Hopewell Fund, was founded to reduce, prevent, and create long-term societal resilience to identity-based violence and other forms of group-targeted harm. We specifically focus on the role of communication in either fueling or counteracting violence. Responsibilities and Tasks

Programmatic Monitoring and Evaluation

  • Work with the Director of Research to review and update Over Zero’s existing measures and monitoring, evaluation, and learning (MEL) process.
  • Ensure appropriate monitoring, evaluation and learning (MEL) activities for grants and projects.
  • Support program teams on monitoring and evaluation, and maintain regular communication with MEL partners on evaluation progress.
  • Support program teams with literature reviews (either conducting them or commissioning and managing them) and consultations with external experts as needed to ensure that specific program approaches are evidence-based.
  • Co-create/re-design and maintain Over Zero’s impact-tracking database and tools.
  • Conduct meta-analyses of program evaluations and impact regularly.
  • Create knowledge products (summaries, PowerPoint presentations) for internal and external dissemination of evaluation results.

Field Advancement

  • Build capacity to offer technical assistance to external partners on strengthening MEL systems; manage the process of external support in collaboration with the Program team.
  • Maintain regular communication with partners on evaluation progress.
  • Support organizational field-building efforts through participating in thought leadership and external engagement with Over Zero work.
  • Support development of training and educational curriculum.

Internal Learning

  • Organize internal learning sessions for Over Zero staff to share, discuss and integrate results from the meta-analyses of evaluation and impact data.
  • Work with team members to ensure external research and program evaluations are integrated into organizational and partner work. 
  • Conduct qualitative research and build case studies from practice to inform Over Zero’s programming. This will include identifying and conducting case studies on community resilience amidst risks for identity-based violence.

 All employees of Hopewell are required to complete timesheets.

Education, Experience, Knowledge, Skills and Ability

  • Master’s degree;  
  • Minimum of 5 years of relevant field experience in measurement and evaluation or related fields such as non-profit management, research, consulting, philanthropy, or public policy;
  • Understanding of best practices in social sector measurement, standards of evidence for conflict prevention, and impact and cost effectiveness assessment;
  • Proven ability to think analytically, strategically and with agility to translate ideas and insights into action through coherent and viable program work;
  • Extensive past experience managing a collection of multiple independent projects;
  • Demonstrated organizational skills, and the ability to manage multiple tasks simultaneously, while meeting deadlines;
  • Experience working with a range of individuals in nonprofit organizations, government, foundations, and private sectors;
  • Ability to communicate technical insights to non-technical audiences;
  • Sophisticated knowledge and use of technology and varying digital platforms;
  • Proficient in qualitative and/or quantitative analysis and data management;
  • Commitment to Over Zero’s mission, vision, core values, theory of change, and unique positioning in the field;
  • Demonstrated experience working effectively as part of a team and with colleagues of diverse backgrounds and perspectives;
  • Proven self-starter, organizer and evaluator;
  • Excellent oral presentation, writing, and interpersonal skills.
