Legal Department Manager 🔥


The States United Democracy Center (States United), a nonpartisan organization focused on the critical role states play in election protection, seeks to hire a Legal Department Manager. The Legal Department Manager will be a core member of the organization’s Legal Department reporting to the Legal Director. The Legal Department Manager will oversee the States United pro bono program and manage all administrative processes and filings for the legal team. This position will work with a team of internal and external attorneys, policy experts, and researchers who analyze election and voting laws, provide legal guidance to the organization and state officials, and bring and support litigation to protect elections, voting, and democracy. 


About the Organization: 

States United is a new and growing nonpartisan organization advancing free, fair, and secure elections. We focus on connecting pro-democracy state and local officials, law enforcement leaders, and other partners across the U.S. with the tools and expertise they need to safeguard our democracy. During the 2020 election, then as the Voter Protection Program, we quickly became a go-to resource for state leaders, the press, and partner organizations. By bringing together current and former governors, secretaries of state, attorneys general, and law enforcement leaders for the first time, we helped build a nonpartisan firewall against those trying to undermine democracy. Now as States United, we support these partners in protecting the integrity of elections, holding those who seek to undermine democracy accountably, and preventing acts of political violence.


Responsibilities:

  • Manage, coordinate, and serve as point of contact for States United’s robust network of outside pro bono and other law firms and lawyers. 
  • Manage, mentor, and develop Legal Department law student interns, paralegal(s), and project assistant(s).
  • Identify and pursue ways to improve efficiency in work and information flow within the Legal Department, between the Legal Department and our clients, and between the Legal Department and other core States United departments (e.g., Communications, Research, Policy). 
  • Manage the administrative operations of the legal team including tracking all litigation, filings, and other legal activities; manage files and file management systems with paralegal and project assistant support.
  • Track and manage staff and other resource allocation within the Legal Department (including approval of Legal Department travel) and assist the Legal Director in resource allocation decisions in light of strategic and/or programmatic objectives. 
  • Work within the Legal Department and with other departments as necessary to acquire resources for the Legal Department, including library and online research resources. 
  • Assist in and manage the recruitment, hiring, and professional development of all legal staff and legal assistants.
  • Oversee the orientation and training of legal staff, including ongoing professional development, in consultation with the Chief Operating Officer.
  • Draft outreach materials highlighting States United's docket and litigation victories for external attorney audiences. 
  • Oversee the case intake process and oversee the use and implementation of a case management system.
  • Identify and implement systems to ensure best practices within the Legal Department, including with respect to retainer agreements, co-counsel agreements, and compliance with professional ethics.
  • With assistance from the CFO and outside compliance counsel, oversee and manage the Legal Department’s compliance with all applicable laws and regulations pertaining to nonprofit organizations. 

Qualifications:

  • Attorney admitted to the bar in at least one state. 
  • 5+ years of legal experience including significant management experience.
  • Excellent project management skills with the ability to effectively prioritize and mobilize appropriate resources to accomplish objectives.
  • Demonstrated management of sizable teams and budgets. 
  • Ability to support significant public interest litigation and policy work.
  • Ability to manage up and sideways. 
  • Team player who can partner and collaborate with other attorneys and coordinate with internal and external legal teams. 
  • Excellent critical thinking skills with an ability to creatively develop and execute thoughtful solutions to complex problems.
  • Outstanding judgment about both legal issues and organizational needs. 
  • Outstanding writing and editing skills.
  • Display a positive attitude, show concern for people and community, demonstrate presence, humility, self-awareness, common sense, and good listening ability. 
  • Prefer experience working on issues of election protection, voting rights, and/or democracy protection. 
  • Prefer experience working with state officials, such as governors, attorneys general, or state legislatures.

Compensation and Benefits:

Salary will be between $120,00 to $150,000 depending on experience as well as 100% employer paid health, vision, and dental plans. Matching retirement benefits. Generous paid time off.


States United will have an office in Washington, DC, however, this position can be remotely based.
