---Summary of Principal Responsibilities  

Manage the employment function of the human resources department. This includes oversight of all recruiting activities, onboarding/orientation of new staff, first response to employee relations issues, performance management and activities related to the separation of employment.  

Essential Functions/Responsibilities: The key responsibilities of the Human Resources Manager include the following: 

  1. Work closely with the unit managers in the human resources department. 
  2. Work closely with the Director of Human Resources & Labor Relations and the Diversity, Equity, and Inclusion office. 
  3. Monitor changes in U.S employment law and recommend necessary changes to employment practices to the Director of Human Resources and Labor Relations. 
  4. Continually review the recruitment process to assure that a diverse and highly qualified candidate pool is being reached by the recruitment efforts. 
  5. Set and maintain standard work practices that provide consistent service and accurate information to all customers. 
  6. Responsible for maintaining the resources in the Employment Center on Star Café which includes maintaining an updated HR manual. 
  7. Coordinate new staff orientation program and recommend changes in the program that will enhance the new employee experience.  
  8. Serve as human resources first point of contact for all employment related questions or issues. Assist with employee relations concerns, HR policy and process and all other HR related questions.  
  9. As approved by the Director of Human Resources and Labor Relations, be willing to travel to program offices, as needed. 
  10. Work with the compensation manager in maintaining a universal compensation system. 
  11. Perform other duties as assigned. 

 

Minimum Qualifications 

Education: Bachelor’s Degree in human resources, or related area desirable. 

Experience:   

  1. At least seven years experience in human resources work and a degree in a related field, including knowledge of employment law, insurance practices, and pension legislation. 
  2. Demonstrated managerial skills. 
  3. Experience in labor relations within a union context is desirable. 
  4. Excellent communications skills, including oral and written, as well as listening.
  5. Experience working with diversity/equity and inclusion as it relates to employment.  
  6. Demonstrated ability to handle a heavy workload, to manage stress, and to delegate responsibility. 
  7. Ability to accommodate staff in different time zones and to travel, if needed  
  8. Concern and support for those who experience oppression by virtue of gender, age, race, ethnicity, religion, citizenship, minority status, disability, or sexual orientation. Demonstrated ability to work and communicate with diverse staff and be sensitive to their personnel needs. 
  9. Demonstrated ability to exercise discretion set and maintain standards for confidentiality utilize sound judgment and make fair decisions. 
  10. Experience working in a national or global organization.
  11. Familiar with various HRIS (Human Resources Information System) reporting systems and demonstrated understanding of management information systems for the development of the Human Resources statistical reporting and strategic planning.

Compensation: Salary Range 16 – Exempt – Comprehensive medical and hospitalization plan; term life, accident and salary continuation insurances, defined benefit pension plan, plus fringe benefits; participation in unemployment and worker’s compensation and social security.
