ABOUT TROUT UNLIMITED

Trout Unlimited (TU) is a 501(c)(3) organization based in Arlington, Virginia that is dedicated to protecting, conserving and rehabilitating rivers and fisheries nationwide. TU has 258 staff working in 36 offices across the United States. Our current budget is approximately $70 million, of which $38 million consists of federal and non-federal government revenue in the form of grants, contracts and purchase orders.

TU strives to create a healthy and family-friendly atmosphere. This is a full-time position with a generous benefits package. The approximately salary range is $45,000-$55,000 and working remotely is an option.

POSITION SUMMARY

The Government Grants Compliance Assistant will report directly to the Government Grants Compliance Manager and will be responsible for providing a variety of administrative and programmatic support services--including data entry, file management, tracking, recordkeeping and backstopping the grants compliance program--to help ensure Trout Unlimited meets all government grant compliance requirements. The Government Grants Compliance Assistant will also frequently collaborate with National Finance & Accounting staff, field staff across the United States (including project managers and grant accountants) and in a limited capacity, the Foundation Research and Grants Manager.

This position is does not involve grant writing, rather it focuses on the administration of grants received by Trout Unlimited.

RESPONSIBILITIES

·      Set up government grant project files in the grants management system

·      Enter, organize and maintain electronic files of grant documents, including project setup forms agreements, modifications, proposals, budgets, invoices and pertinent internal project-related correspondence

·      Record submittal of grant reports in the grants database

·      Track reporting requirements and compliance for government funded grants

·      Ensure managers are aware of pending compliance due dates

·      Assist with data entry and coding in the grants database

·      Communicate compliance documentation needs with project and grants accounting staff.

·      Maintain the Grants Administration Library in collaboration with the Foundation Research and Grants Manager

·      Assist the Government Grants Compliance Manager to enhance and improve grants compliance processes and internal controls.

·      Assist with scheduling meetings and trainings

KNOWLEDGE AND SKILLS

 ·      Knowledge of computer systems and software applications related to the responsibilities of the Government Grants Compliance Specialist (including Microsoft Office 365, Outlook, Teams, SharePoint, and Excel) and the ability to gain proficiency with a variety of other systems and platforms including Dynamics SL, the E2Open vendor screening platform, the federal GrantSolutions system, the Grants.gov website, and TU’s new grants management system that will be identified and implemented at the end of calendar year 2021.

·      Ability to review and analyze grant agreements and contracts to identify essential components such as amount, performance period, funding source (including CFDAs), deliverable and reporting requirements, budget line items, match requirements, record retention periods, invoicing requirements and other special conditions associated with grant compliance.

·      Strong organizational and time management skills with an exceptional attention to detail.

·      Good punctuation, spelling, and grammar are a must.

·      Ability to gain a general understanding of basic requirements under the federal grants regulations (Uniform Guidance under Title 2 Section 200 of the Code of Federal Regulations) as provided by the TU Federal Grants Training Program or other third party training platforms

·      Ability to gain a general understanding of TU policies and documents that are associated with organizational grants compliance and management (including TU’s Procurement Policy, Contract Execution Authority, Vendor Screening Policy, Negotiated Indirect Cost Rate Agreement and Project Management Life Cycle Guide)

·      Ability to establish and maintain cooperative working relationships to include outreach on compliance requirements with project staff and grant accountants.

·      Demonstrate a customer service attitude toward program staff while also proactively reminding them of compliance requirements.

TRAINING AND EXPERIENCE

Any combination of training and experience which provides the required knowledge and abilities is qualifying. A typical way to obtain the require knowledge and abilities would be

·      Two (2) years of grants administration experience with fiscal experience and exposure to Federal government grants is highly preferable; and

·      Advanced education training (minimum of an AA degree or two years college courses in business management/accounting/office administration or a related field)
