Grant Project Data Manager
The SkillSource Group, Inc. (SSG) supports economic and workforce development initiatives
throughout the Northern Virginia region. As a full-time Grant Project Data
Manager for the ICF, International LEAD 4 IT One Workforce Initiative, you will
be part of a Federal H1-B grant initiative to assist jobseekers seeking
information technology careers and supporting IT employers, both locally in
Northern Virginia and nation-wide.
This position will serve as the Grant Project Data Manager and will provide direct
project oversight and support to administration and reporting of the Learning,
Employment and (Economic) Development for Information Technology: LEAD 4 IT One
Workforce Grant Initiative, as led by ICF, International.
Responsibilities and Tasks:
• Serves as the primary grant data administrator and contact for the LEAD 4 IT Project. Manages
the LEAD 4 IT Project database, which is enterprise software called the AGS Prime System.
• Serves as the main Project liaison with AGS, Inc, the contracted enterprise information system vendor and will undergo training on the AGS Prime System. Incumbent will ensure that ICF, International staff are also trained and proficient on the AGS Prime System, as back-up.
• Will serve on the ICF, International LEAD 4 IT Leadership Team. Collects, organizes, reports, and distributes grant project data from multiple sources to support the LEAD 4 IT Project.
• Ensures the timely and accurate individual record-level data for participant training and employment performance outputs and outcomes as defined in the One Workforce FOA.
• Oversees Project reporting into the U.S. Department of Labor's Workforce Innovation Performance System (WIPS).
• Support the LEAD 4 IT Project Director in developing and implementing all grant-related activities, metrics and initiatives on a Project-wide basis and help participating LEAD 4 IT Project sites. Will be responsible for highlighting data trends, both positive and negative, to the Project Manager and the Project Leadership Team.
• Assist in completing data and programmatic reports as required by the grant agreement.
• Provide clear, consistent communication on a frequent basis to Project managers and LEAD 4 IT Project sites about the progress of the grant-funded initiatives, as directed.
• Prepare and maintain materials for potential program audits and site visits.
• Meet with ICF, International Grants Management officials to review activities in adherence with U.S. Department of Labor regulations.
• Travel to LEAD 4 IT Project sites and to meetings with external partners, as requested.
• Any other duties, as assigned.
Required Qualifications:
The Grant Project Data Manager must reflect the following qualifications and characteristics:
• A Bachelor’s Degree is desired, but significant successful work experience and
education without a four-year degree from a U.S. institute of higher education may
be acceptable.
• At least three years of experience in data entry, data analysis and creating data-based reporting and desktop computer utilization. Extensive telephone utilization is anticipated, and proper
telephone protocols will be expected.
• Prior experience in administering and reporting on Federal workforce development grant programs.
• Experience and interest in interacting with senior officials in public and private organizations. Excellent speaking, writing and communication skills are critically important.
• Enjoys problem solving and is willing to find creative solutions.
• An ability to manage multiple activities and projects simultaneously, with urgency.
• Strong work ethic, integrity, maturity and good judgment, an ability and willingness to multi-task, a great sense of humor and an excellent proficiency in Microsoft Office products and utilization of the Internet is essential.
• Access to and utilization of a privately-owned automobile for business travel throughout the Northern Virginia region and Greater Washington D.C. (All business mileage will be reimbursed at the IRS-approved rate) .
The Grant Project Data Manager reports to the SkillSource Group Vice President for Operations and will coordinate very closely with the ICF, International Grant Project Manager. The incumbent will be actively engaged in a team effort comprised of SSG staff, ICF, International staff and professionals from a wide variety of partner organizations, locally and nationally. This position is a 40 hour per week commitment. This grant position is funded for four (4) years, from April 2021 through March 2025.
Compensation/Benefits:
Salary:
Negotiable, up to $65,000 annually. Outstanding benefits package, including
health insurance, 401 (k) Plan, Life Insurance and Disability Insurance. Â
Background Checks:
A Criminal Background Check may be conducted for this position, with prior
approval by the applicant. The incumbent will also be required to pass specific
Federal Personal Identifiable Information (PII) training and certification. Â
Office Location: This position will be able to telework and/or work out of the SkillSource Administrative offices located at 8300 Boone Boulevard., Suite 450, Vienna, VA 22182, when it is safe to return to the office. Free parking is provided.  A portable computer, printer, telephone, and
office supplies will be provided by SkillSource. Access to the Internet from a home office is required.
