The Center for Empowered Politics and the sister organization the Center for Empowered Politics Education Fund​ is a practitioner-led movement capacity organization that trains and develops new leaders of color to grow their power building and co-governing infrastructure. In addition, CEPEF provides capacity building support (i.e. executive coaching, peer coaching, organizational development, fund development) for fiscally-sponsored projects.


About Resilient Strategies LLC

Resilient Strategies LLC is a Managed Service Organization that provides the backend finance, administrative and HR service functions for our family of organizations.


Position Overview: 

The Human Resources and Operations Manager will focus on human resources administration (i.e. payroll, benefits, salary ranges, hiring & onboarding) and nonprofit operations (i.e. insurance, legal compliance & risk management). Supervisory duties may also be required for this position. 


Role and Responsibilities: 

Human Resources Administration (60%) 

Working support from the Operations Director and Associate, manage all HR administrative processes for all employees. 

  • Manage payroll and all payroll-related systems. 
  • Manage benefits, including but not limited to health care, PTO, 401k, EAP, and parental leave. This includes adding and terminating staff, completing regular administrative tasks, and researching new benefit plans. 
  • Oversee and complete federal, state and local employment reporting requirements
  • Manage the hiring of new staff members including recruitment, hiring, onboarding, and orientation, as well as offboarding and other staff transitions. 
  • Manage salaries, including periodically updating salary ranges, conducting salary comparisons, and working with managers to implement salary changes. 
  • Maintain awareness and knowledge of labor law and assure organizational compliance, including providing guidance to staff and managing organizational risks. 
  • Update personnel policies relevant to your areas of responsibility on an annual basis. 
  • Continually improve HR practices, including aligning processes with racial justice values. 
  • Research, problem-solve, and make recommendations on complex HR administrative questions that inevitably arise.
  • Support on other human resource matters as needed. 

Compliance and Risk Management (30%) 

Working with key staff and legal counsel, support the building and implementation of policies, systems and practices that help insure compliance with a variety of intersecting laws.    

  • Manage systems and processes related to risk management and legal compliance, such as insurance and political reporting.
  • Track and report lobbying, partisan, and other reported activities for various organizations. 

Other Duties (10%) 

Working support from the Operations Director and Associate, manage all HR administrative processes for all employees. 


Key Qualifications

As a prerequisite, the successful candidate must believe in the core values of CEP, CEPEF and Resilient Strategies and be driven by the mission. The candidate should demonstrate a passion for breaking new ground to lead social change. Beyond that, we are seeking a candidate that has proven experience in scaling an ecosystem of organizations and a demonstrated ability to both lead and build the capabilities of the staff team.

Additional requirements are:

  • Action and Solution Oriented: Enjoys working hard and looks for challenges; able to act and react as necessary, even if limited information is available; not afraid to take charge of a situation; can take necessary leadership in challenging and difficult situations
  • Communication: Effective, thoughtful and compassionate written and verbal communication skills; be able to adapt communication to different audiences and situations; be able to develop clear and concise written communication
  • General Management: thorough understanding of finance, systems, and HR; broad experience with the full range of business functions and systems, including strategic development and planning, budgeting, business analysis, finance, information systems, human resources, and marketing

Employment Terms: This position is being offered as a full-time position. Preference for San Francisco Bay Area, open to remote placement for folks who can travel to the bay area regularly (6-10 times per year).  

Salary and Benefits: 55-60K with competitive benefits
